Six Medics in SHA Scam
Mtwapa, Kilifi County – Six medical professionals and a private health facility in Mtwapa have been arraigned in court for allegedly conspiring to defraud the Social Health Authority (SHA) of more than Ksh.2 million through falsified medical claims.
The accused — Patrick Kimuyu Kanya, Faith Chepkirui Bil, Steven Okinyi Ojwang, Justine Baraka, Pauline Wanjiru, Naida Mbevu, and Jambo Jipya Medical Clinic — are facing multiple criminal charges, including conspiracy to commit a felony, forgery, and uttering false documents.
According to the charge sheet, the alleged offences were committed between November 1, 2024, and June 30, 2025, when the suspects are said to have manipulated medical records and created fake documents to support fraudulent claims. These falsified claims allegedly led to SHA disbursing Ksh.2,032,680 to the accused parties.
Investigators claim that the group colluded to submit fictitious patient records, treatment notes, and inpatient files to SHA, which were then processed as legitimate medical reimbursements. The prosecution has described the scheme as a deliberate effort to exploit the public health insurance system for personal gain.
In one instance, Patrick Kanya and Faith Chepkirui allegedly misled SHA into releasing Ksh.30,000 by claiming that a patient identified as Mary Njeri Njoroge had undergone a cesarean section at their facility, while in reality she had delivered normally.
Meanwhile, Steven Ojwang and Justine Baraka are accused of forging clinical notes for two other patients, referred to as A.C. and L.M., to support false medical claims. Pauline Wanjiru is said to have falsified an inpatient cardex for one of the same patients, while Naida Mbevu reportedly presented the forged claim forms to the SHA Chief Executive Officer, passing them off as genuine.
Prosecutors argue that these fraudulent submissions were intentionally designed to deceive SHA and secure payments that were not deserved. The case underscores growing concerns about corruption and fraudulent practices within Kenya’s healthcare reimbursement system.
The accused have denied the charges and were released on bond pending further hearing. The case will be mentioned again later this month as investigations continue.
